The North Shore Emergency Management Office or NSEMO, (formerly the North and West Vancouver Emergency Program) came into existence on September 25, 1978 when the North Vancouver Emergency Measures Organization and the West Vancouver Emergency Program were amalgamated.
The NSEMO Agreement Bylaw establishes NSEMO as an intermunicipal agency of the City of North Vancouver, District of North Vancouver and District of West Vancouver, created for effective co-operative emergency management. The bylaw identifes the Director of NSEMO as the Emergency Coordinator for each community and identifies the following responsibilities:
- administration of volunteer response teams
- provision of community emergency preparedness education and information
- coordination of regional emergency planning activities
- chairing of the North Shore Emergency Planning and Operations Group (NSEPOG)
NSEMO is the only tri-municipal Emergency Management Office in the Metro Vancouver area. We are proud of our achievements in our 30 years of collaboration with the City of North Vancouver, District of North Vancouver and District of West Vancouver. Our "storefront" office location in North Vancouver is co-located with the North Shore Emergency Operations Centre or EOC.
Through NSEMO, the three North Shore communities are engaged in emergency planning activities with other municipalities, the provincial and federal governments, agencies such as Vancouver Coastal Health, the North and West Vancouver School Districts, industry and other stakeholders to ensure that regional emergency management activities are coordinated with the North Shore.

There is "one hour" free parking around the Gerry Brewer Building which is strictly enforced. Paid parking is available in the Safeway Parking Lot and at Lions Gate Hospital.
